Vetoomus hallituksille: Asuntojen energiaremontteja kannustettava taloudellisesti
Euroopan talotekniikkaurakoitsijoiden järjestö CEETB vetoaa kaikkien EU-maiden hallituksiin, jotta ne joko alentaisivat asuntojen energiatehokkuutta parantavien investointien arvonlisäveroa tai muilla verohelpotuksilla kannustaisivat asuntojen omistajia energiaremontteihin.
Energiaremontteja lisäämällä tuettaisiin EU:n ilmastopolitiikkaa ja energiatehokkuustavoitetta ja varmistettaisiin myös rakennusalan työpaikkoja.
CEETB (European Technical Contractors Committee for the Construction Industry) edustaa 450 000 talotekniikka-alalla toimivaa jäsenyritystä 21 EU-maassa. Suomesta CEETB:hen kuuluvat LVI-Tekniset Urakoitsijat LVI-TU ry ja Sähkö- ja teleurakoitsijaliitto STUL ry.– Rakennukset kuluttavat EU:ssa noin 40 % energiasta.
– Asuntojen lämmitys on monin paikoin hoidettu suhteettoman paljon energiaa vievällä tavalla.
– Rakennussektorilla voitaisiin säästää valtavasti energiaa, erityisesti sähköä, ottamalla käyttöön tehokkaita automaatio-, säätö- ja mittausjärjestelmiä.
– Taloudellinen taantuma johtaa helposti siihen, että asuntojen energiatehokkuusremontteja lykätään tai peruutetaan. Tämä vaarantaa EU:n ilmastotavoitteiden saavuttamisen sovitussa aikataulussa vuoteen 2020 mennessä.
CEETB:n vetoomus EU:n hallituksille
RESOLUTION
The energy consumption in buildings have been identified by the European Commission (DG ENTR) to account for around 40 % of the EU`s energy consumption. For heating alone the average consumption of dwellings in many regions of Europe is 180 kWh/m2/year, which is a very poor performance when it comes to energy efficiency.
Most official sources agree on the fact that there is huge potential in the building sector for saving energy, particularly from electricity, heating, ventilation, air conditioning in connection with active control systems such as automation, control and metering systems.
CEETB represents 450.000 member companies in 21 EU-countries whose day-to-day work is to install intelligent energy efficient systems in buildings all over Europe.
With the impact of the current financial crisis widening, CEETB fears however that the EU 20-20-20 efficiency targets by 2020 will face a major setback. Especially during the second half of 2008, CEETB observed growing concerns and hesitations among end-users and building-owners to invest into the necessary energy efficiency measures/improvements. If this development continues, the 20-20-20 targets may definitely not be reached in-time.
For this reason CEETB is calling urgently on all national governments of Europe to impose the following action on their national economies: Enable immediate legislation for the application of the existing lower national VAT-rates and/or other relevant tax reliefs about investments on energy saving measures in existing residential buildings.
CEETB firmly believes that the above financial incentive will contribute to the EU Climate Change Policy and its energy efficiency targets while ensuring and securing jobs in an already embattled construction sector.
